Rommel Loria combines his litigation background with more than 15 years of tenure as a teacher and senior school leader to bring a 360-degree perspective to the challenges facing Gallagher’s Education and Employment clients.
In practice, Rommel draws on his legal and administrative experience to ensure that mission remains at the heart of the guidance he provides to schools, nonprofit organizations, and other entities. He pairs the insight gained from his institutional leadership roles with a Society for Human Resource Management Senior Certified Professional credential (SHRM-SCP) to navigate the complex human and organizational dynamics that drive and define disputes.
Rommel attended the University of Maryland School of Law, where he served as an Associate Editor of the Maryland Law Review. He began his legal practice at Gallagher as a summer associate before joining another Baltimore firm after graduation to focus on civil litigation. Subsequently, he held teaching and leadership roles at several independent schools in Maryland, including The Bryn Mawr School, The Park School of Baltimore, and Harford Day School, as well as institutions in California. Rommel has also served on accreditation teams for the Association of Independent Maryland & DC Schools (AIMS) and the California Association of Independent Schools (CAIS), a role that provides him with a broad view of the evolving standards for organizational health and excellence.

Beyond Gallagher
As a Baltimore native and graduate of the local parochial schools, Rommel is deeply rooted in the community he serves. Outside of the office, he is an avid tennis player and enjoys spending time with his family.
