
Gallagher served as the legal advisor to Homes for America, a non-profit organization focused on building and operating affordable housing communities, on the conversion of a former religious convent and school into the 83-unit Clare Court II apartments.
This $31 million development of a historic eight-acre property in Northeast Baltimore will add new and refurbished units to an existing 30-unit apartment community and will be affordable to households earning 30% to 60% of the area median income. The development will include the construction of an additional 53 new apartments units. Public and private partners on the project include the Maryland Department of Housing & Community Development, the City of Baltimore, Cinnaire Equity Partners, the Weinberg Foundation, Southway Builders, and Hord Coplan Macht. The project will be managed by Habitat America.
“Clare Court II represents not just an investment in affordable housing, but in people and community,” Homes for America President Dana Johnson said in a statement. “By preserving a historic property and creating new, modern homes with supportive services, we are making sure that Baltimore families have access to the stability and opportunity they deserve.”
The community will also include five permanent supportive housing units serving the city’s unhoused community, as well as amenities such as a business center, fitness room, and several gathering areas.
The Gallagher team advised Homes for America on the property acquisition and the tax credit equity and debt financing aspects of this redevelopment and was led by Kevin Davidson, with support from Rick Gerriets and Terry Wesselman.
