Gallagher collaborated with stakeholders including ReBuild Metro and Somerset Development to facilitate the construction of a mixed-use development incorporating affordable housing, a community park, and an extension of the Enoch Pratt Free Library system in Baltimore’s Johnston Square neighborhood.

This comprehensive transformation involved the rebuilding of abandoned homes to facilitate a centerpiece 4-acre community park and playing field, part of the 2020 Johnston Square Vision Plan. The park is buttressed by affordable housing, including the 109-unit The Hammond at Greenmount Park, as well as a 48,000 square-foot makerspace. The new Johnston Square Branch of the Enoch Pratt Free Library, which occupies 9,000 square feet on the building’s ground floor, is the result of an innovative public-private partnership between a real estate development team, a community, and a public library system.

The recent grand opening of The Hammond at Greenmount Park was attended by nearly 1,000 civic leaders and supporters to celebrate a major step forward in Johnston Square’s revitalization.

“When we talk about Baltimore’s Renaissance, projects like this one are exactly what we’re talking about: 100 affordable homes and the first new branch of the Enoch Pratt Free Library in 15 years,” said Baltimore Mayor Brandon M. Scott. “This building will be an incredible resource for all of East Baltimore. It’s a prime example of what we can accomplish when a community like Johnston Square comes together and commits to changing their neighborhood for the better. With the support of so many of our partners, we are delivering on a future for our city that benefits all of our residents, especially those that have faced intentional disinvestment for generations.”

The Gallagher team advised on the property acquisition, bond financing, low-income housing tax credits, and library lease negotiations for this project and was led by Mark Keener and Jake Niemyer, with support from Rick Gerriets.
