As an attorney in Gallagher’s Health Law group, Alison Lutich keeps clients well-versed in regulatory, compliance, and other issues, helping them to navigate a constantly-evolving legal landscape.
Alison’s work focuses on compliance and she regularly advises the firm’s hospital, nursing home, physician group, and other health law clients on:
- Federal and regulatory compliance matters, including Medicare and Medicaid provider enrollment, billing compliance, fraud and abuse issues, and more.
- Compliance with federal health privacy laws including HIPAA, the 42 CFR Part 2 substance use disorder treatment regulations, and state medical records confidentiality law.
- Responding to federal and state agency investigations and enforcement actions.
Alison also advises the firm’s healthcare, educational, and nonprofit clients on commercial and municipal financing transactions, including tax-exempt bond financing to facilitate their strategic capital projects.
Prior to joining Gallagher, Alison was a law clerk to the Honorable Dan Friedman of the Appellate Court of Maryland. She serves as the head of Gallagher’s Summer Associate program. Alison has been named a Best Lawyers Ones to Watch since 2022 and has been named a Maryland Rising Star by Super Lawyers since 2022. She has been ranked in the Chambers USA guide since 2022, and was recognized by Baltimore Magazine as a Top Lawyer for Health Care Law in 2026.
Representative Matters
- Represented a mental health provider in an Office of Inspector General self-disclosure regarding improper Medicare and Medicaid billing practices and negotiated a settlement and payment plan based on financial hardship.
- Represented a hospital in an administrative appeal of Medicaid Recovery Audit Contractor overpayment determinations, resulting in savings of over $500,000.
- Represented a durable medical equipment company in successfully appealing revocation of its Medicare enrollment.
- Represented a health system in an over $450,000,000 tax-exempt bond financing with the Maryland Health and Higher Educational Facilities Authority.

Beyond Gallagher
Ali enjoys exploring Baltimore’s restaurant scene as well as trying new recipes at home. She and her family also enjoy taking advantage of Maryland’s hiking trails and state parks.
