Health care organizations find themselves at the intersection of competing economic and regulatory priorities, and Benjamin (Ben) Link provides trusted counsel as part of his role with Gallagher’s Health Law team.

Ben represents a variety of health care providers, including health systems, hospitals, assisted living facilities, physician groups, and other individual and institutional providers. His practice focuses on analysis and compliance with a variety of federal and state regulations, including the Stark Law, Anti-Kickback Statute, No Surprises Act, Medicare/Medicaid billing and reimbursement rules, and HIPAA and other privacy laws. He has also helped clients successfully draft and advance legislation through the Maryland General Assembly.

On the transactional side, Ben drafts, reviews, and negotiates employment, professional services, vendor, and business associate agreements, as well as corporate formation, organizational, and governance documents.

Prior to joining Gallagher, Ben was an associate at an AmLaw 100 firm where he supported the negotiation of complex, multimillion dollar commercial agreements and conducted corporate and health care regulatory due diligence for merger and acquisition transactions in the health care sector.

Ben earned his law degree from the University of Maryland Francis King Carey School of Law, graduating cum laude with a Certificate in Health Law. He was also awarded the Community Scholar Prize and Public Service Award for his work supporting Maryland’s LGBTQ+ community as a clinical law student.

Ben previously served as the research director for the Democracy Forward Foundation, managing the nonprofit’s Freedom of Information Act practice and supporting litigation that received coverage from The New York Times and Washington Post, and started his professional career as a policy analyst for the District of Columbia’s Deputy Mayor for Health and Human Services.

  • DC Homesharing Working Group, Co-Founder (2019-Present)
    The DC Homesharing Working Group is a group of community and nonprofit partners collaborating to launch a first-of-its-kind intergenerational, LGBTQ-focused homesharing program in the District of Columbia.

Beyond Gallagher

Ben enjoys hiking Maryland’s trails with his rescue pup, Archie. He is also an avid runner and has completed two marathons.
