With a dual focus on commercial real estate and affordable housing, Chris Anderson supports lenders and developers in the acquisition, construction, rehabilitation, financing, operation, and disposition of projects. His background includes market rate multifamily residential projects, single-family development projects, and large portfolio transactions.
In the affordable housing sector, Chris represents for-profit and nonprofit developers of multifamily communities throughout the United States. His roles include negotiating portfolio sales and acquisitions, facilitating financing transactions, advising on nonprofit tax exemptions, and structuring joint ventures with a focus on projects financed with Low-Income Housing Tax Credits, bond financing (tax-exempt and taxable), and other sources of HUD, state, local, and other gap financing.
Chris was named a Best Lawyers: Ones to Watch in America for 2025 and 2026 for his real estate practice.
Prior to joining Gallagher, Chris was an associate at multiple AmLaw 100 law firms and served as a law clerk for the Honorable Melanie Shaw, Court of Special Appeals of Maryland (2018-2019). During law school he was the Senior Articles Editor for the University of Maryland’s Journal of Health Care Law and Policy.
Representative Experience
- Advised a developer on the purchase from a REIT of indirect ownership interests of the owner of a market-rate multifamily property, which involved ensuring the transaction’s compliance with REIT requirements.*
- Advised a developer borrower on the $90m financing of an affordable housing multifamily property located in Connecticut involving construction financing from multiple sources, including tax-exempt bonds, state and local loans, and LIHTC equity, and a forward commitment for permanent financing.*
- Represented a national real estate and management company in the $825m acquisition of a portfolio of affordable housing properties through a combination of fee simple and membership interest transfers, including the negotiation of purchase and sale agreements, obtaining required third-party consents, and the negotiation and closing of loan assumptions.*
- Represented a national real estate and management company in the acquisition of three affordable housing properties through the purchase of general partnership interests in the respective property owners and negotiation and closing of the conversion from bond construction loans to permanent loans under Freddie Mac’s Direct Purchase of Tax-Exempt Loans Program.*
- Represented a national homebuilder in the acquisition of undeveloped land for construction of 102 single-family homes, involving the release of escrow money for pre-closing completion of improvements to the property, subjecting the property to the declaration of a homeowners association, and the assignment declarant rights under same to the purchaser.*
- Represented a developer in the purchase and financing of shopping center located in Tennessee.*
- Represented a nonprofit in a joint venture with an affordable housing developer and operator to obtain an ad valorem property tax exemption available under state law.*
