Collin Wojciechowski chairs Gallagher’s Land Use and Government Affairs practice, where he works with government officials, anchor institutions, developers, and communities alike to solve problems and move projects to completion.

Collin provides end-to-end counseling, from permitting through litigation, and routinely appears before state and local legislative and administrative bodies in Baltimore City and the surrounding region—including zoning boards, historic commissions, municipal and county councils, liquor boards, utility oversight boards, and environmental control boards.

Complementing his government affairs work, Collin also regularly helps clients in both a risk management and litigation capacity on issues related to education, employment, and religious freedom.

Collin is a graduate of Leadership Baltimore’s 40th flagship class, was recognized by Baltimore Magazine as a Top Lawyer for Land Use & Environmental Law in 2026, and was named a Best Lawyers Ones to Watch for 2022, 2023, 2024, and 2025.

Prior to joining the firm, Collin served as judicial law clerk to the Honorable Dan Friedman of the Appellate Court of Maryland. He also worked in the Executive Office of the Governor of Maryland and at the University of Maryland, Baltimore County (UMBC), where he facilitated government and community relations.

Collin graduated cum laude from the University of Maryland Francis King Carey School of Law, where he was an editor of the Maryland Law Review and a member of the Moot Court Board. Prior to law school, he graduated magna cum laude and Phi Beta Kappa from UMBC with a BA in Political Science and Media & Communication Studies. While at UMBC, Collin served a term as Student Regent for the University System of Maryland Board of Regents.

Representative Experience

  • Represented a large Maryland non-profit before a municipal Board of Zoning Appeals to secure complex variances related to the operation of a community center.
  • Represented a higher education institution in securing court dismissal of a challenge to the decision of a municipal Historic Commission regarding disposition of the institution’s property.
  • Represented a religious institution before a county Historic Commission to secure permission for structural alteration of a historic building in a historic district.
  • Represented a large industrial services operation before a state Utility Commission in securing a significant reduction to an imposed use penalty.
  • Represented an affordable housing provider before a municipal Environmental Control Board in securing a significant reduction to a series of water bills.
