An experienced leader both inside and outside the courtroom, Meghan Casey chairs Gallagher’s multidisciplinary Litigation practice group. Meghan’s background spans investigations, dispute resolution, and regulatory compliance, enabling her to deliver impactful counsel to clients and colleagues.
With a particular focus on serving as outside general counsel for non-profit and educational organizations, Meghan leverages her nearly two decades of experience to help entities navigate and resolve disputes involving First Amendment claims, civil rights, estates and trusts, and business torts. Over the years she has led numerous confidential internal investigations and counseled clients in responding to inquiries initiated by the U.S. Department of Justice and the Maryland Attorney General, including those alleging violations of the Maryland False Claims Act and the Maryland Consumer Protection Act. For educational institutions, Meghan also regularly advises on interactions with state regulators, including the Maryland Higher Education Commission and the Maryland State Department of Education.
Prior to joining Gallagher, Meghan served first as Deputy Legal Counsel in the Maryland Governor’s Office, and then as an Assistant Attorney General in the Civil Litigation Division of the Maryland Attorney General’s Office. She also served as a law clerk to the Honorable J. Frederick Motz, U.S. District Court for the District of Maryland and the Honorable Norman H. Stahl, U.S. Court of Appeals for the First Circuit.
Meghan has been ranked by Best Lawyers, was recognized as a Top Lawyer for Nonprofits in 2026 by Baltimore Magazine, and was honored by The Daily Record as one of 2019’s Leading Women and one of Maryland’s Top 100 Women in 2024.
Representative Experience
- Represented a major healthcare provider in complex litigation involving a public-private partnership, subcontractor arrangements, bankruptcy proceedings, and government regulation.
- Represented a higher education institution in the resolution of a dispute regarding a principal gift to the institution.
- Represented a group of unemployed Marylanders in their lawsuit challenging the state’s decision to prematurely end its participation in expanded federal unemployment benefits during the COVID-19 pandemic.
- Represented Victory Temple Bowie, a Redeemed Christian Church of God congregation, before the United States District Court for the District of Maryland and the United States Court of Appeals for the Fourth Circuit in a lawsuit challenging a local land use decision under the Religious Land Use and Institutionalized Persons Act of 2000.
- Served as counsel to Maryland’s Commission to Restore Trust in Policing, created by the General Assembly to investigate the conditions that gave rise to the criminal misconduct of the Baltimore City Police Department’s Gun Trace Task Force and to recommend reforms to prevent such misconduct in the future. The Commission issued a 180-page report, analyzing the police misconduct scandal and presenting specific recommendations for police reform in Baltimore City and throughout the State.
Civic and Charitable Service
Meghan serves as the co-chair of Gallagher’s Diversity, Equity, and Inclusion Committee and was previously a member of the firm’s Executive Committee. Before law school, she served as a Teach for America Corps Member in Houston, Texas, where she worked as an elementary school teacher and was named as her school’s Teacher of the Year in 2004.
