Samantha Stephey brings a unique background in social work and the law to Gallagher’s Business Transactions practice group, enabling her to establish strong connections with both colleagues and clients.

Sam’s experience includes working with lenders who finance and refinance rooftop and ground-mounted solar power systems through development, construction, and permanent loans, assisting on real estate acquisitions, development, financings, and leasings, and collaborating with landowners to negotiate commercial construction and architect contracts.

Prior to joining Gallagher, Sam worked as a social worker, gaining valuable case management skills and experience working with sensitive matters, which she incorporates in her work with developer, syndicator, and investor clients.

Sam earned her JD from the University of Baltimore School of Law, graduating summa cum laude in 2023. She served as the Comments Editor for the University of Baltimore Law Review and was a distinguished scholar in the Royal Graham Shannonhouse III Honor Society.

While in law school, Sam served as a judicial intern for Magistrate Hope Tipton, Circuit Court of Baltimore City (2022) and the Honorable Joseph M. Getty, Maryland Court of Appeals (2021). Sam also represented veterans, including before the U.S. Court of Appeals for Veterans Claims, related to veterans benefit matters as a student attorney in The Bob Parsons Veterans Advocacy Clinic.

Beyond Gallagher

When she is not assisting clients, you can find Sam hiking with her rescue Jack Russell Terrier mix, Arya, or cheering on the Terps, Orioles, and Ravens. Sam enjoys spending time with family and friends and occasionally performing as a classical trumpet player with local musical groups.
